Companion chatbot laws regulate AI systems designed for social interaction, emotional support, or companionship — platforms like Character.AI, Replika, and similar products. These laws typically require: disclosure of AI status, integration of crisis resources (988 hotline), periodic reminders that the user is interacting with AI, and restrictions on impersonating licensed professionals.
California SB 243, enacted and effective January 1, 2026, requires operators of companion AI chatbots to: clearly disclose that the user is interacting with an AI; provide crisis intervention resources including the 988 Suicide & Crisis Lifeline when users indicate distress; and prohibit the chatbot from claiming to be a licensed mental health professional.
Nebraska LB 525 and Idaho SB 1297 both enact Conversational AI Safety Acts, effective July 1, 2027. These laws require operators of conversational AI platforms to: disclose AI status at the start of each session; display periodic disclosure reminders; provide minor-specific safety features and parental notifications; and integrate crisis intervention resources.
