Civil remedies include damages, the defendant's profits and a civil penalty of up to $100,000; the sexual deep fake crime is a gross misdemeanor or, with aggravating factors, a felony. Took effect August 1, 2023.

Texas's HB 3512 adds AI training to the state's annual cybersecurity training requirement. At least once a year, state agency employees who use a computer for at least 25% of their duties, and each elected or appointed agency officer, must complete an AI training program certified by the Department of Information Resources (DIR), as must local government employees and officials who have access to a local government computer system or database and use a computer for at least 25% of their duties. Autonomous Vehicle Testing Permit Requirement Congressional Review Emergency Declaration Resolution of 2025

Resolution 26-42 is a procedural Council resolution. It declared an emergency so the D.C. Council could pass the Autonomous Vehicle Testing Permit Requirement Congressional Review Emergency Amendment Act of 2025 after a single reading, avoiding a gap while related temporary and permanent laws awaited congressional review. That legislation amends the Autonomous Vehicle Act of 2012 to prohibit driverless testing of autonomous vehicles on District roads without an AV testing permit and to require companies testing with a test operator to notify the District Department of Transportation until permits become available. The resolution took effect March 4, 2025.

The AI Grand Challenges Act would have the National Science Foundation set up an AI Grand Challenges Program within 12 months of enactment, awarding cash prizes of at least $1 million per winner for AI research that solves well-defined challenges in areas such as national security, cybersecurity, health, energy, agriculture, education, manufacturing and AI safety and transparency. At least one challenge must target AI-enabled cancer breakthroughs, with at least $10 million to each winner. Winners must be U.S.-based businesses or U.S. citizens or permanent residents. HB 314 (2017-2018) would have created a New Hampshire autonomous vehicle testing license, requiring at least $10 million in insurance, bond or self-insurance, a $500 annual fee, federal safety-standard compliance and a law enforcement interaction plan; allowed SAE level 5 fully automated vehicles on the road only for licensed testers with an escort vehicle; and set up an automated and connected vehicle testing and deployment commission. Governor Sununu vetoed it on July 2, 2018. The House voted to override (279-66) but the Senate sustained the veto (5-19) on September 13, 2018.

AN ACT to amend Tennessee Code Annotated, Title 39, relative to criminal offenses.

As introduced, SB 1815 would have made it a crime to own an AI system that encourages a user to commit suicide. That AI provision was removed before passage. The enacted law, the Grace Anne Sparks Coercive Suicide Prevention Law of 2026 (Public Chapter 1098), makes it a Class D felony for a person to intentionally advise or encourage someone to commit or attempt suicide within an imminent period of time, knowing that person has communicated an intent to commit suicide. It does not mention artificial intelligence. Effective July 1, 2026.

It would also have added longer sentences when a defendant knowingly used AI to commit offenses such as stalking, elder exploitation, child enticement, theft, fraud or election interference. It never got a Senate floor vote before the 2025-2026 session ended.

Not law. Iowa House Study Bill 635 would have set default rules for owning AI output and trained AI. A user whose input makes an AI generate output would own that output, unless the AI's terms of use or a contract says otherwise. A person who trains an AI on lawfully acquired data would own the resulting AI unless they transferred those rights by contract. The House Economic Growth and Technology Committee approved it 18-1 and it was renumbered HF 2691 on February 23, 2026, but HF 2691 never got a floor vote before the 2026 session adjourned.
